You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.

They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I Have the same problem, I went to fix this and it said it sent me a E-mail to my inbox so I could change the security questions. The problem is it's been over 8 hours and I haven't even got the E-mail sent to me. However, when I joined Apple community it sent me an E-mail almost instantly saying "thanks for joining" so nothing is wrong with my E-mail.
